James Miller

General Manager

James Miller is the first General Manager of the Red Bluff Round-Up in 97 years. His strong background in marketing and sales has been a true asset to the Red Bluff Round-Up Association. In addition to running the day to day operations of the rodeo, he works with all committee chairmen to make sure that the pieces of the puzzle are ready for the big event the third weekend in April. James manages the staff and works closely with the Board of Directors and Executive Board to ensure that all aspects of the rodeo business is being handled properly.

James also spends countless hours in the community promoting the Round-Up, and is the liaison with the City, County, State Official, and the Fair Grounds. "The Red Bluff Round-Up has many traditions that we want to keep in place, generations have been attending the rodeo and we want to continue so that many more generations can see the rodeo," Miller said.

Kathy Froome Sibert, Red Bluff Round-Up Museum Curator was born in Red Bluff, California in 1947. Her parents were Jim and Kathryn (Decious) Froome, Jr. she has 1 brother Jim Froome III (Diana). Kathy attended schools in Red Bluff, graduating in the class of 1965, graduating from cosmetology school in 1967, graduating from business school in 1984, and pharmacy tech school in 1996. Kathy has 1 daughter, Shannon Logan, (Jim) and 1 son Rob (Sharon), 3 grandchildren, Shaunna Logan Sunkes, (Charlie), Emily and RJ Sibert and 2 great-grandchildren, Eian and Emma Sunkes.

In 1982 Kathy moved to Tucson, Arizona and returned home in 2001. Her Uncle George, President of the Museum and Red Bluff Round-Up Board Member, asked her to be a docent at the Museum of which she said yes. In 2006 the Round-Up asked Kathy to help in the office. She continues working in both capacities enjoying working with both organizations and the community of Red Bluff.

Sarah Hoffman is our Event Planning Intern. She is currently enrolled in her last semester at Chico State University where she is obtaining a degree in Recreation Administration with an option in Event Management. While most students in her major choose to plan events like weddings, her heart lies in rodeo with the rest of us. Sarah works side by side with James and the Board of Directors to learn all aspects of Rodeo Management in the hope that she too, will be a rodeo manager one day.

Sarah’s youth, excitement, and vision has made her the perfect addition to our team! When asked what she enjoys most about the Red Bluff Round-Up she responded, “I appreciate the atmosphere of our rodeo community; the directors, community members, and volunteers that come together to pull the largest three day rodeo off are truly out of this world. That is why I want to continue my career in this industry.”
